A parliamentary panel has raised serious concerns about the quality of PhD students and suggested "reorienting’ the evaluation system in assessing Ph.D scholars.

It also sought report on why qualified candidates were hard to find for teaching posts in universities.

The Parliamentary Standing Committee on HRD emphasized increasing the number of PhD fellowships, teaching assistant-ship, given the shortage of teaching faculty in educational institutes.
Talking about the quality of Ph.D holders, the committee said Indian universities were literally rolling out PhD’s.
Prestigious institutes such as IITs, IIMs and NITs were facing faculty shortage, the committee stated.
